Abstract: There is a small rock situated at the southern extremity of Italy, which, possessing both advantages (that is, geographical position and a good harbour) appears to me in conjunction with Gibraltar, to be eminently calculated for commanding the Mediterranean ; and, the acquisition of which, as it forms a small independent establishment of its own, unconnected with the continental powers, there is reason to believe, would not prove a matter of much difficulty. You must immediately perceive that the place to which I allude is the Island of Malta.
