Abstract: Local Government plays a significant role in the State. This thesis focuses on the role of Local Government in the State as well as the distribution of power between the Central and Local Government in the Maltese context. This thesis mainly addresses Local Councils as they currently are the most evolved level of Local Government in the Maltese Islands. It analyses the functions and powers of Local Councils and the relationship with the Central Government. The study commences by analysing the affect on Local Councils through the introduction of two other new levels of Local Government namely Regional Committees and Administrative Committees. The analysis concludes by proposing some possible improvements in Maltese Local Government Law.
