Act XVI of 1967 is our legislation on the subject of land tenancy. It is an act to regulate the reletting of agricultural land and to provide for matters connected therewith and ancillary thereto. It is cited as the 'Agricultural Leases (Reletting) Act, 1967. A Board has been set up, for the purposes of the Agricultural Leases (Reletting) Act. It is termed the Rural Leases Control Board. The title of this dissertation is 'The Agricultural Leases Board in Malta - A study in Administrative Law'. I have therefore felt it incumbent on me to examine not only the Rural Leases Control Board9 but also the Boards set up under the Agricultural Leases (Restriction of Rent) Emergency Regulations 1941 and 194 3. These Regulations preceded the Act, and are to a great extent, as shall be amply demonstrated, its original. Another source of Act XVI of 1967 is the Reletting of Urban Property (Regulation) Ordinance, (Cap. 109). Hence the similitude between these two legislations has been examined. Various theories on the aspects of Administrative Law which are pertinent to our study have also been discussed, and the Rural Leases Control Board has been examined in the light of the Franks Committee Report. The final chapter deals with such points of interpretation or information as might be useful to a person who is inquiring which angle the Rural Leases Control Board might take in n particular case. This dissertation is a legal study - not a social or political one. Purely economic problems are consequently not discussed. It is hoped that a comprehensive administrative review of Agricultural Tenancy Legislation has been undertaken.en_GB
