Abstract: Prior to the Conference of the Comite' Maritime International, held in Antwerp in August of 1930, the CMI Bureau Permanent had called on its national associations to propose new subjects on which the Comite' could carry out a study. Three associations, the French, the German and the Italian, suggested the arrest of ships. This was supported by the Swedish and Japanese associations. It was decided, following a suggestion by the CMI President, to request the Bureau Permanent to carry out a preliminary investigation of the problem. Following this request, the Bureau Permanent began its work to prepare a draft convention on the arrest of ships. The Bureau prepared a questionnaire, with questions dealing with the right of arrest, the forced sale of ships, and the unification of the law on arrest. Replies to the questionnaire were given by the national associations of Belgium, France, Germany, Italy, the Netherlands, Norway, Portugal, Yugoslavia, Sweden, the United Kingdom and the United States.
