Abstract: The thesis questions if Maltese laws, which specifically address alcohol, related offences, are adequate and properly enforced. The thesis introduces this attempt to answer this question with a critical look at what is being contributed at an international level to address the issue of alcohol abuse. The following chapters will focus in depth on Maltese legislation related to specific alcohol offences and most importantly the enforcement or absence of enforcement of the law. The thesis dwells on whether international developments are being taken advantage of by the Maltese stake holders in improving and implementing effective strategies and programmes for reducing the negative health and social consequences of harmful use of alcohol in particular from a legal perspective.
