Abstract: Continuity of care with a people-centred approach is what enhances quality health care delivery locally. It is being implemented through the National Health System Strategy for Malta 2014-2020. This dissertation analyses the access, quality and sustainability of health care in Malta, together with the implementation of strategic directions. Demographic changes have brought about the need for an updated system strategy to respond to the demands. The roots of the new set NHSS for Malta 2014-2020 have also been identified to be in line with the WHO and EU health strategies. The focus has been narrowed to three major concerns of the health system for this dissertation. The first regards the service receivers and their ability to access care through available services and in a timely manner, together with medicines and other medical technologies. The second reflects the quality of care, while the third concern looks into the sustainability of the health systems that are enacted. A people-centred approach is the key to an overall improved health outcome and has therefore been included in the NHSS for Malta 2014-2020. This dissertation looks into the standards being implemented within a people-centred approach together with safe, high quality and efficient services required through shared responsibilities. A reflection on the local scenario will also be made, identifying weak points and the work that still needs to be done within the NHSS for Malta 2014-2020 to obtain proper continuity of care.
