Abstract: The Malta Transport Authority and the Mm1stry tor Urban Development and Roads are studying various ways to mitigate the traffic problem in particular by ameliorating the public transport in Malta. The adverse economic conditions in Malta are affecting our lifestyle and causing a number of side-effects such as road rage, pollution and a considerable number of traffic accidents. This dissertation investigated the possibility of setting up a metro-rail mass transit system for the Maltese Islands. If implemented, such a network could provide a long term remedy for our transit problems. The research work focused primarily on the operational factors of the proposed service. Various established scientific methodologies were used in drawing plans for the conceptual rail service. Comparisons were made to analogous overseas metro-rail mass-transit systems Research for 1his clisse1intion showed that operational problems could be overcome if a metro-rail system is employed in Malta. The secondary data was compiled from a number of journals, reports, research books, and the internet. The author also used electronic programmes to draw illustrations and formulate scientific computations. The research work also included qualitative interviews with experts in the field of operations and transport.
