Abstract: A strong, diversified and competitive economy has long been one of the fundamental objectives of successive Governments. Without such an economy, the generation of new jobs and improvements in the standard of living cannot be made possible. Therefore, there must be in place an integrated policy for improving competitiveness, not only aimed at assisting key economic sectors to adjust to change, but to actively seek the opportunities inherent in these changes.
