Abstract: Legislation can be a tool of social change which steers progress and development in society (United Nations, 2007). However enacting legislation is not enough to ensure that the targeted beneficiaries can avail themselves of their rights (Patil, 2010). In order to facilitate the drive towards social change and development in society, the United Nations (2007) suggest that the provisions set by legislation are appropriately reflected in policies and programmes.
