Abstract: The aim ot this thesis is to analyse Euro-Maghreb relations since the Barcelona Declaration of 1995. To this aim, I will start with a historical overview of developments) in the three Maglueb countries under study so as to facilitate an understanding of today's realities. This will lead to 1995 and the EU's Euro-Mediterranean Partnership, to which the Maglueb is party. This second part will review the Mimstenal Conterences and the progress that has been achieved in the first basket that of political and security partnership. An analysis of progressin the Magreb as regards the first basket will follow. The third chapter takes us to 2004 and theEU's enlargment. Following a brief overview of EU enlargement overthe years, I will take a closer look at the one which we witnessed last year and the effects it is having on the Maghreb and the EMP. This will lead us to the EU's new foreign policy towards its new borders, the European Neighbourhood Policy (ENP). The latest initiative in this sector is the Action Plans, aimed at dealing with each Maghreb country on an individual basis. An assessment ot cievelopments in Neighbourhood Action Plans will be conducted. In wndusiun, a comparison of the various interactions between the DU and the Maghrcb indicates that a sub-regional approach for Euro-Maghreb relations is the best option.
