Abstract: Records contain information that is a valuable resource and an important business asset. Records management policies and procedures ensure that appropriate attention and protection is given to all records, and that the evidence and information they contain can be retrieved more efficiently. Functional analysis is an analysis of business activity which allows us to place the functions, activities and transactions which occur in the normal day to day running of an organization into a meaningful order. This research project identifies and analysis the structure and functions of the Malta Environment and Planning Authority (MEPA). The analysis was carried out at three different levels. The first level was the analysis of the historical and legal context in which the Authority was established and operates. The second level was the analysis of the development of the organizational setup. The third level involved the analysis of the Authority's functions. It also analyses the current record keeping system of the Authority and identifies both strengths and weaknesses inherent in the system.
