Abstract: The aim of this dissertation is to indicate the need for skill training and evaluate what has been done so far. Chapter I will outline the causes of unemployment in Malta. The training needs are explained, by sector, in Chapter 2. The chapter that follows examines the Government-Drydocks agreement of 1989, the Industrial Development Act of 1988 and the Auxiliary Workers and Training Scheme (AWTS) set up in 1987 - three attempts to attract and implement the training of skills. Contemporary to completion of this dissertation, an unforseen announcement was made that the AWTS was to be superseded by an Employment Training Agency. Consequently I have been compelled to conclude this study with a mention of the projections available at the time, regarding this novelty.
