Abstract: This dissertation aims to establish the important role that disciplinary proceedings, and their application, have in the efficient running of the public service. A distinction shall be made between 'informal' and 'formal' offences and the punishment meted out in either case. Rights of representation shall be examined in formal cases, as well as, reinstatement of the individual if found innocent. Finally, a comparative analysis between parastatal and private sectors will indicate clearly the outstanding differences in disciplinary proceedings between them. Various proposals shall ultimately be presented to ameliorate and eliminate all negative elements which hinder the effective application of discipline in the public service.
