Abstract: Monetary policy as an automatic stabiliser is lost, however a country still can use fiscal policy. Yet even this tool is constrained because of the growth and stability pact. This thesis tries to analyse the challenges to fiscal policy in the run-up of the adoption of the euro. This has been down with the help of econometric analysis. The main conclusion of this thesis is that the Maltese needs to restructure certain aspects of the economy mainly the welfare state and the public sector to make fiscal policy more flexible.
