Abstract: The primary objective of this paper is to examine, with some comparative references, the legislation and administrative regulations and practices which govern the conduct of Maltese civil servants. The discussion focuses on the four major areas of concern: the doctrine of undivided loyalty; political activities; official secrets; conflict of interest. I have tried to indicate possible areas of reform of the existing framework and the likelihood of reforms. The first two chapters include respectively, a note on the meaning of public service ethics and a note on the Malta Civil Service.
