Abstract: As the case has been and still is in most countries, the availability of affordable housing has for long been a controversial issue in Malta. After the Second World War, the housing problem escalated initially because of the destruction caused by enemy action and later due to the increasing values of immovable property. By the mid-1960s housing became a national priority. This crisis led to the first major housing intervention in the 1950s in the slum area known as “il-Mandragg“ in Valletta. This was followed by initiatives such as the creation of the town of Santa Lucia which was the result of an urban design experiment in 1958. Eventually, the construction of numerous housing estates on the peripheries of existing Maltese towns and villages was favoured. These mass produced housing estates satisfied the basic need of offering shelter to the homeless. However, they leave much to be desired in several aspects including their location, integration within the community, aesthetics and environmental impacts. Despite the high amount of residential vacancy and oversupply of new housing units, new social housing estates are still being built such as the one in Mtarfa. My objective in this dissertation is to investigate how to amalgamate affordable housing within the rest community especially by looking at several physical aspects such as their exterior aesthetics and internal planning. This will be achieved by reviewing the history of social housing in Malta, looking at the current situation, studying local and foreign case studies and further literature on housing. Particular attention is needed in such areas as social inclusion, integration, design of social housing and resident satisfaction. Specific recommendations are made for the housing estate at Hal-Mula in Zebbug.
