Abstract: Human Resource Development is not some new concept that has been introduced into Personnel Management just because somebody thought it was the latest innovation, but it was borne out of a lengthy process of change and adaptation in this sphere, and in the general arena of industrial relations. As production processes became more advanced and mechanized, the less important became the human clement within it. Luckily for all, the dispensability of the human element in the production process was slowed down tremendously with the creation of the tertiary sector, that is the Service Industries. This resulted in the demand for more flexibility from the workers, whose job was no longer clearly specified by production quotas, and high specialization in only one area. Even the consumers' attitude towards the product or service went through a process of change. Customers demanded more personalized products and services and they where no longer in the situation were they had to accept whatever the producer provided, due to the lack of good competing products or services.
