Abstract: Legislation and state policies that promote gender equality in Malta run alongside relevant theories and the perceptions of five 'policy-makers'. To this end, this study is based on the investigation of five 'policy-makers'. The researcher conducted open-ended qualitative face-to-face interviews with the 'policy-makers'. In an attempt to better understand Malta's typology of welfare a review of the literature which is presented in chapter 2 was conducted. This places a great deal of emphasis on the role of the state regarding women's role in society and at home. The third chapter discusses the methodology adopted for this research. This chapter addresses the instruments used for data gathering; the design of the interview conducted with the five key 'policy-makers' in Malta; the choice of participants; sample procedures; and the limitations of the methods adopted. Chapter four analyses the data gathered through the interview and discusses the results obtained from this information .The conclusion; chapter five summarises the main points that emerged from this research and offers some recommendations.
