Abstract: The administrative structure to operate Regional Policy influences the effectiveness of utilising Structural and Cohesion Funding. Ireland, as an established Member State is going to be the main model against which Malta can be compared. Upon accession it had similar attributes, that being an island on the periphery of Europe. The Czech Republic, a country which differentiates significantly, both geographically and politically enabled me to highlight the differences and the uniqueness which Malta possesses as a Member State in administering Regional Policy. In order to analyse my findings upon a concrete and even level, I have based my theorising on the 'Worlds in Action' model and by focusing on the 'Partnership' principle of Regional Policy. When assessing the impact of 'Partnership' on European policy-making, it is of crucial importance to distinguish between different levels and stages of the policy process whilst influencing decision-making at the planning and implementation stages of Regional Policy. The conclusion of this thesis comprises of my opinions and suggestions where I feel appropriate.
