Abstract: This thesis aims is to define the scope of the Lisbon Strategy in general starting off from its inception in the year 2000 up to the financial crisis that is currently affecting Europe, with specific emphasis on the local employment market. The research question posed is whether Malta is successfully addressing the Lisbon Strategy requirements in its performance in the field of the investment of human capital. The thesis will be subdivided into three main chapters as follows: Chapter 1 is entitled as: the Understanding the creation of the Lisbon Strategy and discussing the success and failures of its criteria and issues of it. In this first chapter the inception of the Lisbon Strategy and the four pillars it rests upon will be discussed whilst mentioning the targets to be reached in each pillar and the achievements and failures obtained in each pillar. Furthermore the current situation that is affecting the EU and the Lisbon Strategy due to the global financial crisis will be mentioned. This chapter will conclude by making a comparison between the Lisbon and the Korean Strategy Chapter 2 answers the following question: How is the EU Dealing with the goal of investing in human capital with regards to investing in education, training, and jobs through the criteria set out in Lisbon? This chapter will focus specifically on the 3rd pillar which is Investing in People which will deal with the specific targets set in this aspect whilst concurrently analyzing the failures of this third pillar. The intended objectives of the 70% employment target to be reached by 2010 and the flexi-curity of jobs will be also mentioned. In order to analyze the failures of the Lisbon Strategy, Member State countries which achieved the objectives in the employment aspect shall be compared to other Member States which are still lagging behind to reach the targets set in the Lisbon Strategy. Finally Chapter 3 will regard The situation in Malta: How is Malta coping with the people investment issues which are set in the Lisbon Strategy? In order to answer this question interviews will be conducted with the Employment and Training Corporation (ETC) which will help to illustrate the current employment situation in Malta in the context of investing in education such as life long learning, training and an active policy for employment as set out in the Lisbon Strategy objectives. The flexicurity aspect will be discussed amongst other aspects such as gender equality policies whilst also the targets which are unlikely to be met by 2010, in addition to what has been done by the Government to meet the goals set by 2010.Concluding with the main impact of the EU membership and the Lisbon Strategy on the Maltese labour market. The thesis concludes with a general opinion on what has been done in the local employment market in Malta in order to be in line with the Lisbon Strategy's objectives.
