Abstract: Any organisation is subject to both internal and external constraints. Public administrative structures are further bound by having to be accountable to the public and to the political master of the day. An attempt is made to describe the qualities of an organisation that can cater for such diverse exigencies. Here, the question arises, as to whether it is the structure, the resources, technology or legislation which makes a sound organisation. The answer lies in having the right mix of all these ingredients based on sound policies and action plans. The Environment Protection Department cannot single-handedly change and improve the local situation without the support and co-operation of various ministries, constituted bodies and the general public. In turn, the Department should serve as a public conscience and advisory body to these sectors (its clients) as they become more aware of their obligations towards building a better environment. The extent by which society (individuals and organisations) is influenced, often indicates the success that the administration is making in its battle to protect the environment.
