dc.description.abstractThe insularity of the Maltese archipelago is only a physical attribute. For years, Maltese culture has been influenced by "imported" media. In this context, the effect of Italian TV stations comes foremost to mind. However our way of thinking is also influenced by literature, magazines, newspapers and radio broadcasts originating from other countries. Local resources are limited and despite the advent of pluralism, we can hardly "compete" in checking this cultural invasion. Indeed, is a cross-fertilisation of cultures an intrusion? What does communication actually imply? The liberalisation of the media has raised new challenges. On the one hand, one can opt for relaying foreign cultural ideas. On the other, local media may choose to nurture the national identity. The Church has an active role to play, a role she must be conscious of, a part she must perform with love and professionalism. Starting off from a theological explication of communication, the author briefly examines what "Planning" is all about. In doing this, the writer also discusses the Church's official attitude towards the media. In this context, despite present literature, the author believes that we are now experiencing a fourth era. The dissertation ends with some concrete proposals that may aid in the formulation of a local Pastoral Plan for Communications. Essentially this work is divided into two main sections: The need to understand and The need to be present. Within this latter part, the author proposes a new word: incultechnolisation. The author felt he had to devise a concept which, while making full use of the theology implied by the word inculturation, could be applied to the world of technology, specifically the media. The author intended this dissertation as a specific contribution to the local church. It is his sincere hope that this document will serve as a basis for discussion.en_GB
