Investing in Human Capital is today a widely used term. Investing in Human Capital through training and education is a principal aim of every government as it is vital for a sound economy for both the short and long term. This study will focus on the investment and expenditure allocated by Employment and Training Corporation, Malta College of Arts, Science and Technology and the University of Malta, which presently are the leading training providers across the island. The first part of this study will focus on the Demand and Supply for Labour and what economists and other interested parties have written about Human Capital Investment. The second part will deal with the functions of the three major institutions and what these are offering to prospective students and whether these are realising their goals successfully with regards to training and education. Finally, the study will attempt to determine empirically whether this investment is reaching the desired results which all stakeholders are hoping to attain and contribute to reduce structural unemployment in the Maltese economy.en_GB
