Professor Ronald G. Sultana, Director of the University of Malta’s Euro-Mediterranean Centre for Educational Research, and a member of the Department of Education Studies of the Faculty of Education, has just published two monographs on education.

The Girls’ Education Initiative in EgyptThe first volume, titled The Girls’ Education Initiative in Egypt, documents how several governmental and non-governmental organisations in Egypt worked together to improve educational access for girls in remote areas in a number of governorates. In these remote regions, where traditional cultures prevail, parents often remove their daughters from schools once they reach puberty.

An answer to this was the construction of girl-friendly schools led by specially-trained female teachers from nearby villages. The study describes the achievements in the enrolment of an estimated 180,000 primary school age girls and the establishment of over 5,000 girl-friendly schools in 7 governorates in Upper Egypt. It highlights the dedication of local voluntary teams, teachers and facilitators in the shaping of community structures. This guarantees sustained access of girls’ to schooling opportunities where quality learning is provided alongside free tuition, regular food rations and joyful, gender-sensitive learning. The study, the first in a series published by UNICEF in its Learning Series, sets out to provide practical inspiration to other developing countries where full access to schooling for girls is still a challenge.

The volume was launched earlier this year in Cairo in the presence of Suzanne Mubarak, in a celebration marking the way the Girls’ Education Initiative is gradually transforming power relations—not just between males and females, but also between learners and teachers, and between communities and official government structures in Egypt.

A Comparative Analysis of Vocational School Reforms in Albania, Kosovo and TurkeyA second study authored by Professor Sultana, titled The Challenge of Policy Implementation: A Comparative Analysis of Vocational School Reforms in Albania, Kosovo and Turkey, was recently published by the European Training Foundation.

This study, which gives an overview on the reform process in three countries based on input from more than 100 policymakers and school directors, explores how policy intentions are transformed at the school level. As schools are multifaceted institutions with their own rules, rhythms, values and beliefs, and at the same time part of complex, multi-level systems, the implementation of vocational school reforms and changes are often highly complex. It is therefore not just a question of how reforms change schools, but also of how schools change reforms.

The volume serves as a tool to make the process of implementation more visible and more transparent. By comparing and contrasting implementation challenges across different contexts the report presents context-specific insights about the way policies filter through the different layers of the education system, leading to a deeper understanding of what happens to policy intentions at the school level.
