The University has appointed Dr Luisa Spiteri Baluci, a lawyer by profession, as the new University Data Protection Officer and Senior Legal Executive within the Administrative Directorate of Legal Services.
Dr Spiteri Baluci holds an LL.D. degree and a Masters in Law from the University of Malta.
Dr Spiteri Baluci is a seasoned lawyer with over a decade of hands-on legal and litigation experience in a number of legal areas including telecommunications, ICT, corporate law, employment and industrial relations, media, procurement, aviation, consumer law, maritime law, cybersecurity, postal services, intellectual property, and civil law, in particular debt collection.
Previous roles of Dr Spiteri Baluci include those of Senior Legal Adviser with the Malta Communications Authority - the regulatory authority for the telecommunications and postal sector in Malta; research analyst within the EU Secretariat at the Office of the Prime Minister; and Legal Adviser to the Minister of Foreign Affairs.
In recent years Dr Spiteri Baluci has also developed a high level of expertise in the area of the protection of personal data and freedom of information, having acting as Data Protection Officer in her previous employment and implemented strategies and policies to align regulatory tasks and duties with the requirements of the GDPR.
Dr Spiteri Baluci’s appointment as Data Protection Officer in particular brings with it a change in the structure of the DPO Office, which is now incorporated within the University’s Legal Office, where the DPO is also located.
