The first call for modular projects on Axis 1, 2 and 3 of the Interreg MED 2014-2020 programme will remain open till noon of 2 November 2015.
First call for Modular Projects - Priority Axes / Terms of Reference and Programme Manual
This call for modular projects focuses on three priority axes. Priority Axis 1 shall promote Mediterranean innovation capacities to develop smart and sustainable growth, Priority Axis 2 shall foster low-carbon strategies and energy efficiency in specific MED territories i.e. cities, islands and rural areas, and Priority Axis 3 shall protect and promote Mediterranean natural and cultural resources. The indicative ERDF allocation for this call is €75M (i.e. €25M for each priority axis). The Terms of Reference for each Specific Objective under these Priority Axes are downloadable from the site. The same link also gives access to the Programme Manual, whose Chapters 2 and 3 provide guidance to users when applying.
Who can apply?
National, regional and local public bodies, private institutions and international organisations acting under the national law of any EU MED Member State are eligible to participate in modular projects. Public bodies and bodies governed by public law are eligible for 85% ERDF co-financing rate of the project’s total eligible budget, whereas, in case of state aid relevant activities, private institutions may receive 85% ERDF co-financing if in compliance with the de minimis Regulation or 50% if applying the General Block Exemption Regulation. Please liaise with the State Aid Monitoring Board (contact: yana.haber@gov.mt) on issues of State Aid.
Lead Partners are asked to apply on behalf of their project partners. Only public bodies or bodies governed by Public Law can act as Lead Partners.
Partner Search
The Programme facilitates the search for project partners. Interested applicants who would like to propose a project and need to find suitable partners that they can collaborate efforts with and contribute towards the project are invited to join the online partner search forum of the Interreg MED Community. This networking tool also assists those who are willing to join as partners in projects being proposed by other partners and Lead Partners.
How to apply
Interested applicants acting as ‘Lead Partners’ must apply online on the SYNERGIE website. The application may be filled in either English or French. However, the ‘Summary’ part must be filled in both languages. Validation and submission of applications must be effected, by latest, 2 November 2015 at noon. However, it is highly recommended not to submit your application on the last day as the system may slow down due to numerous incoming submissions. Late or incorrectly filled applications will not be considered. Should you encounter technical problems with submitting your application online, please contact the Joint Secretariat directly on programme_med@regionpaca.fr before the deadline.
Besides the application, Interreg MED 2014-2020 requires that a number of compulsory documents that are to be filled in by partners, where applicable, are uploaded on the SYNERGIE website by not later than noon of 9 November 2015. These include partner declarations, a de minimis declaration and an associated partner declaration. Non-compliance, such as missing or improperly filled or incomplete declarations, would automatic invalidate the previously submitted application. Applicants are advised to fill in, collect (from the other project partners) and upload such annexes during the filling of the application.
During application stage you will be required to enter a country code (in our case a Maltese Partner code) which is unique for every partner and applicant. Please request this code from the undersigned, keeping Ms Romina Bongailas (romina.bongailas@gov.mt), since this code is to be provided by our office.
Additional documents to be submitted to the Funds and Programmes Division, as the National Contact Point of Interreg MED 2014-2020 in Malta
In addition, Maltese applicants (Lead Partners and Project Partners) are obliged to provide the Funds and Programmes Division with certified true copies of the following until 23 November 2015:
i. Declaration of project remit within the mandate of the beneficiary (only Ministries are excluded from providing this document)
ii. State Aid declaration (from the State Aid Monitoring Board)
iii. VAT declaration
iv. Copy of the application form
Bodies governed by public law and private non-profit bodies are to also provide:
v. Confirmation of the legal status (Bodies governed by public law are to provide the statute/legal framework. Private non-profit bodies are to provide their legal framework and their registration as Voluntary Organisations)
vi. Proof of financing (100%) (A set of audited accounts for the last 2 financial years are to be provided. If not available for Financial Year 2014, the Management Accounts of the entity are to be provided).
Only the VAT form is supplied from this office - no other templates exist. A reminder about these required additional documents, supplied in fuller detail, will be sent to all Maltese applicants after successful entire submission of their application (post 9 November 2015). Hence, it is important that all Maltese project partners - irrespective of whether they are Lead Partners or Project Partners - inform us if they have applied under this call.
