| Abstract: | Enhancing participation in cultural activity is an important European Union (EU) objective, and one that is promoted through multi-million euro initiatives, such as its Cultural Programme and its European Capitals of Culture (ECoC) initiative. ‘To participate in the cultural life of the community, to enjoy the arts’ is, indeed, nothing less than a human right. Malta’s own cultural ambitions, including its plans to host the European Capital of Culture in 2018, resonate with these goals and considerable resources will be invested in the next few years to stimulate cultural participation. The question is, are the Maltese prepared to participate in cultural activities? Moreover, would enhancing such participation bring about socio-economic benefits? |
