Abstract: In the White Paper on Welfare published by the Ministry for Social Policy in March 1990, the government outlined its plans to organise and expand its social welfare services in a way to offer a more personalised service to those in need. To achieve this goal the existing set-up of the Welfare Services is being expanded to include ten units of work: Five units will provide for 'need phases' in the cycle of life, namely : childhood, youth, marriage, parenthood and aging. Another five units will provide for particular situations, or 'need stretches', namely: people under medical care; people with a handicap; people having difficulties with the legal order; people with problems related to the working environment; and people with needs related to their residential community environment.
