Translation:

The inhabitants of the hamlet of Hal Dwin, having been snatched from the jaws of the plague through the intercession of the Blessed Virgin Mary of the Most Holy Rosary, with grateful hearts devotedly set up this memorial at their own expense and of others. The most illustrious Bishop of Malta has bestowed an indulgence of 40 days to those praying. In the year of the Lord 1825.
