DESCRIPTION The Lisbon Treaty has introduced a number of changes in the EU decision-making processes some of them in the external relations field. This study-unit seeks to inform students on these changes and their implications so that they can analyse and understand the CFSP. The study-unit also introduces students to the historical background of the development of the CFSP, from the failure of the European Defence Community in the 1950s to the successful launching of European Political Co-operation up to the Maastricht Treaty and subsequent Treaty reforms to the Lisbon Treaty. The focus is on the EU decision-making structures. The CFSP is predominantly based on inter-governmental decision-making but other EU institutions such as the Commission and particularly the European Parliament have been trying to ‘gain access’ to the process.

3. Changes brought about by successive treaty reforms – EU – NATO co-operation;

7. The role of the other EU Institutions in the CFSP particular reference will be made to the European Parliament and the Commission.
