DESCRIPTION Health Systems are increasingly under scrutiny as regards their performance and how this translates into quality of health care. In this study-unit, students are introduced to the theory and practice of performance management, quality assurance and patient safety. This study-unit focuses upon the proper governance and legal elements that need to be in place to ensure that a quality service is provided through performance assessment. Leadership knowledge and skills will be emphasized to ensure efficient and effective processes in governance, performance management and patient safety management.

Every healthcare organisation needs to be run on sound ethical and legal principles, leading to a robust governance framework. These elements are presented and discussed in this study-unit, covering subjects that range from issues that are directly patient related such as consent and confidentiality to issues that affect whole populations, such as rationing and equity. The study-unit will focus on legal and ethical issues involved in health policy and planning as well as in health services management and leadership. This will then link up with the main concepts of clinical governance, quality management and performance assessment and their applicability to healthcare systems and services, which will be discussed through the use of case studies.

Students will then work in groups to carry out a performance management project in the health or social sector to make recommendations for performance improvement. This study-unit therefore contains both a theoretical and a practical perspective.

The study-unit components will comprise of: Ethics in health services management – underlying philosophy and principles; Testing our principles – problems in applying the principles of justice in health policy; Ethical issues involved in relationship–centred patient care; Ethical dilemmas and case studies; Clinical Governance; Quality assurance; Patient safety; Risk management; Patient rights; Performance Assessment and monitoring tools and frameworks; Indicators and dimensions of performance.

Study-unit Aims:

This study-unit aims to provide a theoretical and practical orientation, while emphasizing leadership knowledge and skills, on Health Management Systems by focusing on governance and technical issues, legal aspects, performance management, quality management and patient safety management. Additionally, it aims to emphasise ethics and clinical governance in the management of health systems.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:
- Critique the concepts of performance management, quality management, and patient safety;
- Argue the concepts of clinical governance and ethical issues; and
- Assess leadership theory and knowledge in governance, ethics, performance management, quality management and patient safety.

2. Skills:

By the end of the study-unit the student will be able to:
- Apply the ethical and clinical governance concepts; and
- Apply performance managements assessments of health care organisations.
