DESCRIPTION Internet Governance is an increasingly relevant issue in international relations. The World Summit on the Information Society (WSIS), held in Geneva in 2003 and Tunis in 2005, officially placed the question of Internet Governance on diplomatic agendas. Participation in the global Internet Governance debate represents a significant challenge for all countries, but especially for small and developing ones. Dealing with Internet Governance issues in a comprehensive way requires multidisciplinary knowledge, as well as a unique blend of diplomatic and technical skills.

Study-unit Aims:

• Enhance participants’ understanding of Internet Governance concepts and terminology;

• Introduce participants to the main Internet Governance issues;

• Introduce participants to various Internet Governance mechanisms;

• Prepare participants to engage in global Internet Governance policy processes.

Learning Outcomes:

• Introduction to Internet Governance: issues, process, actors;

• Evolution, International Context, Basic Terminology, Guiding Principles;

• Infrastructure and Standardisation Basket: infrastructure, TCP/IP, the domain name system (DNS), root servers, Internet service providers (ISPs), economic models, security, network neutrality;

• Legal Basket: legal mechanisms, jurisdiction, arbitration, intellectual property rights, cybercrime;

• Economic Basket: e-commerce, e-banking and e-money;

• Socio-Cultural Basket: content policy, privacy and data protection, multilingualism and cultural diversity;

• Development Basket: digital divide, access to knowledge, capacity development;

• Process: WSIS, IFG, ICANN;

• Actors: ICANN, RIR, ISOC, UN, ITU, regional organisations, governments, private sector, civil society.
