TITLE Environmental and Planning Legislation

DESCRIPTION Through this study-unit the students will be introduced to the following:

- European Union directives and regulations which are in one way or another connected with the protection/management of the environment and cultural heritage, and regional development; together with
- Laws and Regulations through which such directives are transposed into Maltese Law; and
- Elements of Maltese Development Planning and Environmental Law which may be connected with the afore-mentioned.

The study-unit will focus on the following dimensions:

- Institutional arrangements;
- Legal status, objectives, and 'content' of statutory plans and policies; and
- Decision-making processes.

The students will be expected to carry out independent research into major projects which have been developed in line with the provisions of European Directives, the findings of which would be discussed during presentation sessions towards the end of the semester. A written report will then be produced based on the research and the outcome of the presentation sessions.

Study-unit Aims:

This study-unit is intended to familiarise the students with the legal framework within which the ones who choose to follow a professional career in spatial planning should expect to be active.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to have developed a view of physical planning which refers to:

- the complexities that decision makers at different levels of government as a European Member State need to face when dealing with pressures for land development, and;
- the EU Directives which have come into force over the years in order to ensure that such decisions are made through the adoption of systematic procedures.

2. Skills:

By the end of the study-unit the student will be able to:

- discern between the considerations underlying the formulation of specific directives, laws, and regulations.
