Abstract: What purpose is served by the armed forces of micro-states? What patterns of civil-military relations may develop in these polities that are characterized by the predominance of face-toface relations and affective loyalties? These questions are examined through a comprehensive case-study of the Maltese armed forces, together with selected comparisons. The evidence suggests that the control, role and military capabilities of the armed forces of micro-states are decisively influenced by a dynamic combination of factors that are external to the military, notably the foreign policy aims of the government, the political state of play within the country and the domestic economy's condition.
