Abstract: This paper focuses on the issue of social exclusion from employment and how education, training and human resource development generally can help to equip the socially excluded with the knowledge and skills required in order for them to find and retain gainful employment. It starts off by defining the various categories of socially exclusion and highlighting the various measures that have been adopted by the Employment & Training Corporation (ETC) - the local public employment service - particularly in order to re-integrate Malta's 7,000-odd registered unemployed within the labour market.
