Abstract: This work encompasses a journey through the difficult meanders of organizational change focusing on a small research in a public aviation operative unit. The research conducted portrayed a picture of a public sector that sometimes is hampered by difficulties in achieving the desired change management and the consequent improvement. These difficulties relating to underground resistance, beauraucracy and lack of planning. Through a logistics Business Plan that deals with the delivery of a PRM service in the aviation Ground Handling this paper will try to demonstration that public change is possible, that operative units can become revenue generators and therefore successful even on a small scale. This change that is being portrayed in this work is by far not on a corporate level but important change concepts will be discussed can feature on a strategic level. PRM service delivery at Airports is against a payment to the Service Provider therefore a good source of revenue. Transformational change requires change management practices, leadership and core organizational culture changes that become a ‘driving force’ to achieve the required ultimate goal of a desired competitive advantage. This ground logistics plan interfaces with the aviation sector and directly impinges on society as it delivers a dedicated service to persons with reduced mobility, therefore vulnerable. As we will be able to understand persons carrying disabilities could be profoundly hindered by air travel. The intention is to recommend concrete action plans that will be recommended practices to develop those change agents within the organization, ensuring the unit’s Quality Assurance Standard with the introduction of Operative KPI’s and most important creating human resource optimization through a ‘learning organization’. Any change is possible notwithstanding the difficulties but has to be infused in the employees themselves and communicated well to create motivation. We will try to propose an innovative transport niche market plan that does not exist locally that can drive ‘change’.
