| Abstract: | On the 21st June 1968, Pope Paul VI promulgated a motuproprio followed by an instruction of the Sacred Congregation of Rites, to put into effect a proposal approved at the Second Vatican Council and promulgated in the Constitution 'Sacrosanctum Concilium' on the Sacred Liturgy, that all pontifical insignia should be reserved for people who really exercise episcopal jurisdiction. |
