Abstract: The purpose of this thesis is to evaluate the evolution of the concept of the Exclusive Economic Zone, with particular reference to its legal nature and its scope under the 1982 United Nations Convention on the Law of the Sea, and the States’ rights to construct artificial islands, installations and structures in such zone. The investigation addresses the legal status of floating cities and their classification under International Law, looking at their different types and State practice in their establishment and regulation. The thesis aims at providing a clear overview of the practical and legal implications of constructing floating cities in the Exclusive Economic Zone. The focus finally shifts towards the local scenario, exploring the possibility of establishing an Exclusive Economic Zone for Malta, and focuses on the potential Malta has in establishing such floating cities in the Zone making it an innovation hub in the heart of the Mediterranean. Such research is therefore aimed to be of contribution to the field, owing to lack of provision both under international law as well as in the Maltese legal system.
