Abstract: The implementation of the competitiveness strategy for Malta requires adequate institutional arrangements, including the setting up of an appropriate technical committee for information gathering and production of learned assessments. A key element of the implementation of a strategy is monitoring, feedback and review of results attained. For this reason, it will be important to develop competitiveness and productivity measurements to serve as the basis for decision-making.
