Abstract: The 1992 gathering in Prince Edward Island sought to understand the critical problems currently facing small islands, along with their future trends. I wish now to draw attention to certain issues that remained somewhat neglected in the course of our debates there. Please excuse me if! disclose some uncomfortable truths in the process. I shall refer not only to cases presented in the session lectures, but also to my personal experiences as a French citizen who spent a significant part of his professional life in many tropical islands in the Caribbean, the South Pacific, and the Southwest Indian Ocean.
