Abstract: This study outlines the status of the Common Assessment Framework (CAF) and the challenges of this Total Quality Management Model relating to its implementation in three Entities within the Maltese Public Sector. The study delineates the Quality Management in Europe, the initiation of the CAF as a European tool of Quality Management and the CAF model and its concepts. It also shows how questionnaires and interviews were conducted in order to collect data for the presentation of findings. Results reveal that the core groups of the self-assessment teams within their respective agency were all successful in the recommendations they provided to the management. Outlines of findings are discussed and further suggestions are made.
