Abstract: Until 1992, interest rates on lending and borrowing by banks and financial institutions in Malta were rigidly controlled by the government and established by the Minister of Finance. Interest rates were kept relatively low, and in some years the real rate of interest on one-year fixed deposits was actually negative.
