Abstract: Purpose: This dissertation is set out to take a comprehensive view for occupational pensions by considering the impact of occupational pension schemes on both employers and service providers. The dissertation aims to determine the costs involved in setting up such a scheme within local businesses and the implication thereof. It also seeks to establish how the design of the product developed by service providers can reduce the burden on employers including any related challenges. Design: The methodology adopted involved the use of semi-structured interview with different professionals, namely financial advisors who can assist companies in setting-up occupational pension schemes, service providers for these type of products and individuals who are involved in the local pension landscape. Given the nature of the subject matter, the data collected was of a qualitative nature. Findings: The results of the study found that the costs involved for employers is much lower than that generally perceived. This is due to the fact that service providers are developing occupational pension products that are tailored to accustom the needs for local companies, the majority of which are SMEs. On the other hand, whilst this represent a new market for service providers, the potential of a new revenue stream does not come without its challenges, particularly related to low volumes and profitability, at least in the initial stages. For this reason, it was found that a centralized administration function funded by government may be commercially feasible. Conclusion: This dissertation sheds a light on the reality of occupational pension schemes in Malta. Although the introduction of Voluntary Occupational Pension Schemes represents a step in the right direction, there is still a long-way to go. Value: Considering the fact that the introduction of the rules for Voluntary Occupational Pension Schemes are very recent, this dissertation is a forerunner in analyzing the local occupational pension landscape. Hence, stakeholders may refer to this dissertation as a starting point when planning for the introduction of occupational pension schemes within their business – either from an employer or a service provider’s perspective.
