Title: Air route development scheme for Malta : lessons learnt

Abstract: The study analyses the 'Route Development Scheme for Malta' which was put in place by the Government. The aim was to provide "start-up" aid for the creation of new air routes which are currently underserved or not served at all, thus linking Malta International Airport with a number of airports in other Member States. The objective of this scheme was to benefit low-cost airlines and was planned to last until September 2011. The recent draft Tourism Policy for the Maltese Islands 2012-2016 envisages a continuation of the scheme. The lessons learnt at the end of the first term show that, although tourist numbers have greatly increased since the opening of new routes, Malta is not as yet connected to certain catchment areas which may be key market opportunities. This fact presents an opportunity for new carriers to penetrate the Maltese market which shows signs of high potential.
