Title: The development of statutory regulators in Malta : a case study on the maritime sector

Abstract: Based on the findings emanating from this research, the present author identified that the three core state developments were the set-up of the regulatory Authorities, privatisation and EU accession. These were triggered by Malta's application to the EU. Other ancillary factors that have impinged on the regulatory bodies' functions over the past years were the institution of civil society associations, social engineering and technology. These endeavours contributed towards Malta?s move to an 'entrepôt' island. As both Authorities under review had more regulatory functions delegated to them, they still remained under the control of Ministries. However, EU accession altered this relationship and influenced the remit of the regulatory bodies. This dissertation proposes a number of recommendations and identifies areas in which research may take place in the future. The recommendations are focused on measures aiming to reduce the risks of sub-optimal regulation and to diversify the expertise owned. Potential future research areas include quantitative analyses, as well as further European and international analyses.
