Abstract: Foundations supplement government action by providing additional resources such as expertise and direct services and are useful as tools of governmental policy (Anheier and Leat, 2006). They also aim to remove bureaucracy by being independent of political ties and being able to defend the people’s interest by detaching from and criticizing state action or inaction (Whitaker, 1974). This study will aim to explore how the idea of creating foundations emerged and to look at this new creation of public welfare service provision in terms of economy, efficiency and accountability. The focus is on the Foundation for Social Welfare Services.
