UM and BVI partner forge strategic partnership to tackle small island challenges

The University of Malta (UM), through its renowned Islands and Small States Institute (ISSI), is pleased to announce the formalisation of a five-year Memorandum of Understanding (MoU) with the H. Lavity Stoutt Community College (HLSCC) in the British Virgin Islands.

HLSCC is a premier public community college in the British Virgin Islands, accredited by the Middle States Commission on Higher Education. It serves as a vital engine for the social and economic development of the Territory through specialised teaching and regional research.

The agreement, signed by Prof. Alfred J. Vella, Rector of the University of Malta, and Dr Richard Georges, President of HLSCC, establishes a robust framework for academic exchange, joint research, and capacity building specifically tailored to the unique socio-economic and environmental landscapes of Small Island Developing States (SIDS).

Expanding the Mediterranean-Caribbean knowledge bridge

For over three decades, the University of Malta has been a pioneer in Island and Small States Studies. This partnership allows the UM to extend its research impact further into the Caribbean, fostering a reciprocal exchange of best practices between the Mediterranean and the Atlantic.

"The challenges of the 21st century – from climate-induced sea-level rise to economic vulnerability – do not respect geographic boundaries," said Prof. Stefano Moncada, Director of the ISSI. "By partnering with HLSCC, we are combining four centuries of academic tradition with the vibrant, localised expertise of the British Virgin Islands. This synergy will produce the evidence-based policy work required to ensure island communities are not just resilient, but thriving."

Key Areas of Collaboration

The MoU outlines a comprehensive roadmap for cooperation, focusing on sectors critical to the survival and prosperity of small states, including:

-Climate Resilience and Blue Economy: Developing sustainable maritime strategies
-Digital Transformation: Collaboration on Fintech, telecommunications, and logistics
-Capacity Building: Joint development initiatives for faculty and students
-Cultural Heritage: Preserving the unique identities of island nations in a globalised world
-Institutional Impact

The Islands and Small States Institute (ISSI) at UM will lead the academic implementation of this agreement. The collaboration was facilitated by Dr Lincoln Bobb, Deputy Director of Trade in the BVI, and supported by Ms Patlian Johnson at HLSCC, reflecting a multidisciplinary approach that connects academia directly with trade and policy.

Through this partnership, UM students and researchers will gain access to new field sites and data in the Caribbean, while HLSCC scholars will benefit from the UM’s established standing within the European Higher Education Area and the Bologna Process.
