DESCRIPTION This study-unit will provide students with an understanding of the history of Cohesion Policy in Malta, and how priorities and programmes relate to economic governance. The study-unit will discuss the institutional actors and their roles and responsibilities; the policy and prioritisation process; project generation, appraisal and selection; the Grant Agreement; financial management and control procedures, and publicity and reporting requirements.

Study-unit Aims:

This study-unit aims to equip students with detailed knowledge of the implementation of Cohesion Policy in Malta. It will familiarise students with the setting of priorities in line with economic governance; the generation and selection of projects; and the allocation, monitoring and control of funds.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:
- Demonstrate, through their assignment, the critical capacity to research and analyse the impact of cohesion policy in Malta and at least two comparator member states;
- Through written assessment, demonstrate their knowledge of the programming process and the link between economic policy governance and the allocation of funds;
- Through written assessment, demonstrate a critical appreciation of the different roles, responsibilities and relationships of the various parties involved in cohesion policy in Malta, particularly in respect of policy, control, implementation and procurement in Malta.

2. Skills:

By the end of the study-unit the student will be able to:
- Through workshops, demonstrate the ability to apply their knowledge of how projects are generated, appraised and selected, and their understanding of the eligibility, application and agreement processes from a beneficiary's perspective;
- Through written assessment, critically appraise an implementation case study from the perspective of Fund regulations and operating procedures with particular attention to issues of financial management and control.
