Title: EU funding for the Maltese agricultural entities and its financial implications

Abstract: This study attempts to analyze the EU funds that are available to the Maltese agricultural entities and considers the various opportunities that these entities have through these funds. This research also analyses the process of application for EU funding and the financial implications to such entities. EU agriculture funding consists of Pillar I and Pillar II. The former main focus is the provision of basic income support to farmers through the EAGF while the latter includes the indirect funding through the EAFRD. Pillar II supports agriculture as a provider of public goods and consists of programmes and measures which are managed and selected at national level. The main focus of this study is the EAFRD since this is the major source of funding amounting to €100 million for the period 2007 to 2013. This study is based on fifty questionnaires sent to particular Maltese agricultural entities, comprising self-employed, partnerships, co-operatives and private companies, who did apply for EU funding and accepted to share their experiences. This study revealed that applying for EU funding requires a not insignificant amount of planning whatever the type of entity. This study shows further that the measures selected reflect the type of entity. This study also provides a deeper insight into the financial situation of agricultural entities. In its conclusions, this study concludes with a set of recommendations both for the Maltese agricultural entities and to the Government entities.
