| Abstract: | The following are key phrases which highlight focal points of this research: • Construction sector • Risk management • Employers' responsibility • Occupational Health and Safety Authority • OHS legislation • Training initiatives • Construction employees' attitudes and behaviours • Enforcement This work is a general analysis of problems that construction contractors face in implementing OHS regulations with the aim of identifying how these problems can be controlled or reduced. The introduction and literature review highlight statistics of fatalities/injuries related to the construction industry, indicating the importance of proactive risk management. Employers / contractors are responsible for all project risks and for abiding by OHS legislation. The evolvement of OHS in the Maltese construction industry by the introduction of statutory legislation in accordance with EU Directives and the setting up of the OHSA to enforce and monitor OHS regulations is explained. The roles of the B.I.C.C. and F.O.B.C. are also included. The third chapter highlights the main methodology adopted in undertaking this study. Apart from desk research, semi-structured interviews were conducted with a sample of local construction contractors. All companies in the sample were contacted by telephone to make an appointment with top management or with one of their directors. Lengthy, semi-structured interviews/discussions were also undertaken with the B.I.C.C. and the F.O.B.C. Results and analysis of the interviews with local construction contractors are found in chapter four. Discussions in chapter five compare the results of the local contractors' interviews with those of the discussions undertaken with the B.I.C.C. and the F.O.B.C. Conclusions pointed out in chapter six reveal various concerns in the Maltese construction industry, including: (i) the lack of OHS awareness amongst the smaller contractors; (ii) the language problem that foreign workers often have which increases the possibility of accidents; (iii) the fact that illiteracy amongst skilled workers hinders the effectiveness of OHS-related training/information delivery; (iv) the lack of co-operation from employees at work, negatively influencing the compliance with OHS regulations; (v) the fact that clients of construction projects are often unaware of the healthy and safety responsibilities they carry. Recommendations regarding initiatives which the OHSA, the government and other entities can introduce to facilitate and enhance OHS compliance amongst contractors in the construction sector are proposed. |
